What Happens When a Public Holiday Falls on a Weekend?
Christmas 2021 fell on a Saturday. Half the offices I knew were closed Friday the 24th, a few were closed Monday the 27th, and one confused startup gave everyone both days off and then quietly took the Monday back in January. Nobody had checked the actual rule. When a public holiday lands on a weekend, the observed date is not a matter of vibes. There are specific rules, and they differ by country and by employer.
The US federal rule
Holiday falls on Saturday → observed the preceding Friday.
Holiday falls on Sunday → observed the following Monday.
This applies to federal employees, federal offices, banks, and the markets. Private employers usually follow it too, but they are not required to. There is no federal law mandating paid holidays at all; holiday pay is a company policy, not a legal right, and hourly workers are generally paid only for hours actually worked.
Two real examples:
- Independence Day 2021 fell on a Sunday. It was observed Monday, July 5. Banks closed, markets closed, federal offices closed.
- New Year's Day 2022 fell on a Saturday. It was observed Friday, December 31, 2021. Yes, the 2022 holiday was observed in 2021. Payroll departments loved that one.
The "in lieu of" rules for federal workers
The Office of Personnel Management has a more precise version for federal employees on non-standard schedules. The general rule: when a holiday falls on a non-workday, the "in lieu of" holiday is the workday immediately preceding it. The exception comes from Executive Order 11582 (1971): when the holiday falls on a Sunday, the observed day is the workday immediately following. Part-time employees do not get in-lieu-of holidays at all.
This is why the simple Friday/Monday rule above works for Monday-to-Friday schedules but a federal nurse on a Wednesday-to-Saturday rotation can end up observing a different day entirely.
What it means for payroll
Three practical consequences I have seen trip up small businesses:
- Direct deposits move. ACH does not settle on federal holidays or weekends. If payday lands on an observed holiday, the deposit arrives the prior business day or the next one depending on the payroll provider. Run payroll a day early in holiday weeks.
- Salaried vs. hourly differ. Salaried exempt employees get their full weekly salary in a holiday week. Hourly employees get paid for hours worked, and any holiday premium is policy, not law.
- Holiday-week overtime math. A holiday counts toward the 40-hour threshold for overtime only if company policy says so. Many policies exclude it, which surprises hourly workers every Thanksgiving.

The UK approach is worth knowing if you manage anyone there. When Christmas Day 2021 fell on a Saturday, the substitute bank holiday was Monday, December 27, and Boxing Day's substitute moved to Tuesday the 28th. Two weekend holidays produced two weekday substitutes. Miss that in a leave system and your accruals are wrong for the whole year.
My advice for anyone running payroll or a team calendar
Do not hardcode observed dates from memory. Use a maintained holiday dataset that includes observed dates per country, refresh it annually, and feed it to both your leave tracker and your NETWORKDAYS formulas. The US list has 11 federal holidays; your company may add more. Either way, the list should live in one place, versioned by year.
